Function activate

activate(

Activates plugins based on the activation event. Accesses the PluginManager via the Effect layer system.
Parameters
- event: ActivationEvent.ActivationEvent
  The activation event.
Returns Effect<boolean, Error, Plugin.Service>
Whether the activation was successful.
